President Biden issued the pardons via proclamation:

  Appearing pursuant to the grant of authority in Article II, Part 2, of the Structure of america, I, Joseph R. Biden Jr., do hereby grant a full, full, and unconditional pardon to (1) all present United States residents and lawful everlasting residents who dedicated the offense of easy possession of marijuana in violation of the Managed Substances Act, as at present codified at 21 U.S.C. 844 and as beforehand codified elsewhere in america Code, or in violation of D.C. Code 48–904.01(d)(1), and never another offenses associated to marijuana or different managed substances.  No language herein shall be construed to pardon any particular person for another offense, together with possession of different managed substances, whether or not dedicated prior, subsequent, or contemporaneous to the pardoned offense of easy possession of marijuana.  This pardon doesn’t apply to people who have been non-citizens not lawfully current in america on the time of their offense.

Democrats Reward Biden For Marijuana Reform
